Notes Routing

Any chance you could answer why Notes routing order is not in the below order? Problem is some folks like the recent contacts feature and don't want it disabled. In our case, we wouldn't be experiencing issues if routing was based per below.

1. NAB
2. Personal Contacts
3. Recent Contacts
